Probably for the same reason why they sell cigarettes, alcohol and junk food. Seriously, the showers have medicinal effects. It's the smell of another way to get rid of them. But there are still many old out there who think they need to stay cool. Will not necessarily hurt, is not only a good idea. Try to tell a grandmother, who was raised differently.

For the same reason they sell cigarettes people are poorly known for them, but they want anyway. Or ignorance about how it can be bad for them.
Smoking is bad, but still cigarettes. Then someone will have to spend money to another person to become a product to sell.
Cigatettes sold in the store, why do so if they are bad for you?
For the same reason they sell alcohol, tobacco, drugs and junk food ..... because people buy it. :-)
